Raising the Bar VS. True Blood Numbers
'True Blood' was also given a second season pretty hastily and its numbers (even with the 24% spike after Ep. 2) are nearly half those for 'Raising the Bar' at the time of its cancellation:
RTB @ time of cancellation - 2.26 million viewers (per MEDIAWEEK)
TB (after Ep. 2) - 1.8 million viewers (per LA TIMES SHOW TRACKER)
'True Blood' also premiered with the smallest audience of any HBO show since 2005 (LA TIMES SHOW TRACKER).
"True Blood" premiered @ 1.44 million viewers (2008)
"Big Love" premiered @ 4.56 million viewers (2006)
"Rome" premiered @ 3.8 million viewers (2005)
"Deadwood" premiered @ 5.79 million viewers (2004)
"True Blood" had an amazing marketing campaign before airing its first episode but its current numbers are pretty low in comparison.
Maybe what 'Raising the Bar' should have done to keep itself on the air was provide lots and lots of male nudity at frequent intervals throughout its time slot.

HBO has a restricted audience - I suspect that the ratings would be more realistic if they could include all the people watching the show thru the net (however they do it!)

I hear that! I rarely use my TV any more. (buh-bye, Comcast!)
Most of my favorite basic cable shows are online in streaming HD. abc.com has a really great set-up as does FOX.com. And with Vuze... Uhmmmm... Never mind.
One of the questions brought up at abc.com regarding their new version of the Episode Player was in regards to the Neilson ratings. abc's reply included exactly what you mention - currently, the Neilson system has no way to capture 'online' viewing and visa-versa. (Legitimate online viewing trends are captured through cookies and DL hits for iTunes, Netflix, etc..)
As long as only one system is exclusively used, the actual numbers will be off, but the percentages should be close to accurate. (At least for the present time until more people upgrade their computers and use the net for TV viewing) I'm sure Neilson boxes are on their way to becoming obsolete.

The Titanic sank in 2 hours and 15 minutes, while the Lusitania sank in just 15 minutes taking the openly gay theatrical producer, Charles Froman with her. In either case RAISING THE BAR is totally awful. When did they start casting shows out of the Midnight Mission?

So, lasting more than 3 episodes is, I'd say, comparable to the Titanic. 2 episodes, like Viva Laughlin, is Lusitania-level disaster. 1 episode, like Emily's Reasons Why Not, is Hood-level catastrophe.
