This is a well deserved nomination. It's great writing and directing. Not only is it about the Capts Jack (one of the most romantic stories ever), it's also about the team working together, and fighting each other, to bring him and Tosh back to the present.
Too bad it costs something like 50 bucks to become a voting member.

As much as I LOVED "Captain Jack Harkness" and watch it over and over, BG's "Razor" was simply stunning. Galactica is without a doubt the best TV SF show ever, and "Razor" was simply off the charts greatness. Buy it if you missed it - it is soo worth it!
While I have not seen BSG's Razor I would tend to agree with you BobbyBaby.
As much as I love Torchwood and the episode "Captain Jack Harkness" *I'm man enough to admit that I still get teary eyed every time I see that dance/kiss* it was more of a love story with some science fiction elements. Will have to go back and look at the nominated Doctor Who episodes. However, given all the great press and things that I have been reading / hearing about BSG I think they'll take the award.
I suspect that the prize will go to Razor or one of the Doctor Who nominations... but we'll just have to wait and see.
I haven't seen Razor yet nor those particular Doctor Who episodes, but if I had then I'd probably have a very difficult time choosing a winner since both Torchwood, BSG and Doctor Who are faves of mine.
But regardless of wether Torchwood brings the prize home or not, the nomination is a great sign of acknowlegdement. It means that Torchwood hasn't been written off as "just as spin-off series"... but is seen as a serious drama in it's own right.
