Chris Goutman, the executive producer of ATWT, recently gave an interview to Soap Opera Digest where he discussed all things ATWT, including Luke and Noah. A portion of the interview about Luke and Noah was posted on their website. He has more to say about the couple in the print edition.

Maybe Chris Goutman would have been better off by keeping quiet
"What I'm interested in is having a feeling for the constituency and the way to tell the story. We've told it very very slowly. I'm sure you know that Lily and Holden didn't kiss until three years. I really truly believe that everyone will come out thinking this story is really fantastic. I really truly believe that everyone will come out thinking this story is really fantastic." He sounds like a used car salesman. His constituency is all over the place. Instead of keeping quiet and moving forward, he keeping denying that there is anything remotely different about Nuke than the other couples (read how he frames the Valentine's Day massacre) on the show, and keeps going to tired tired revisionist well that his mom on the show did not kiss his adoptive dad for three years. Nice try Goutman, but he's referring to a coupling that took place 25 years ago and pushing aside that both Lily and Holden were quite romantic and had sex with other characters as they were part of true/viable love triangles/quadrangles that were addictive.
Oh and there was a little pesky little detail that Goutman also likes to forget to mention involving Lily and Holden being presented to the audience as likely relatives as Lily's birth mother is Holden's siter Iva. Lily and Holden developed chemistry that was quite similar to what is going on these days on ABC's Brothers & Sisters between the youngest male Walker and his half (is she or isn't she?) half-sister. ATWT eventually resolved that obstacle by revealing that Iva was adopted by Holden's parents so there was no blood relation. All that heat was channeled via real relations with other characters, not neutering both like they've done with Nuke.
I am guessing that tweener superstar Parker will be macking with Brad's newly minted "daughter" before Nuke gets horizontal. Some people were really pumped to see Nuke kissing, but I can take it or leave it. Coincidentally (or not) this kiss happened to take place the very day after the actress who played Luke's mom left the show for good after what many have described as the result of Goutman's biggest negotiations blunder to date.

What a load of eff-ing bull
"I've never been asked for them not to kiss. I've been asked to keep in mind all of our constituency, as far as who we serve as an audience." ... ... .. i.e., you've been asked for them not to kiss. Particularly in Corporate, there's never one single way of asking/suggesting/implying/demanding/commanding/ordering for something to be done or not done. It's called an indirect style of speech, Goutman, and if you think nobody recognizes it, you're a losebag.
As for the rest of the sorry responses he gave, I do believe that's all a load of bull. All of his "used carsalesman" replies shy away from the fact that, in the end, they do "keep in mind all of the constituency". The only thing "unique" about Nuke as a couple in comparison to everyone else is that they've got a frigging chastity belt squeezing them do death. The actors can't play to their potential and the writers can't write to their potential either. This Goutman guy's anal leakage is a sad excuse for everything Nuke has NOT become!
