I read somewhere that he has signed a contract to show up in S3, but it was not clear how often. What apparently is true, is that Martha will become a regular and Tosh will be replaced by Mickey Smith from Doctor Who. The rumour is that he will be introduced in the finale of DW S4.

I'd much rather they brought Tosh back. How much more mileage can they really get from the character of Owen, considering they've already given us two ZombieOwen-centered episodes? When Tosh's face popped up on the computer screen for her goodbye message at the end of the Season 2 finale, I briefly thought that she'd transferred her knowledge and personality into the computer system, and would be acting as the Torchwood computer interface for future Torchwood seasons (akin to Holly from Red Dwarf), but apparently it is not to be. I'll miss Tosh's sweet energy and quiet inner strength.

Yes I had heard somewhere that Burn gorman (Owen) had said that he would be back for season 3. In the new Torchwood magazine (the cool 100 page one with Tosh on the cover) he says that you never really see what happened to Owen, so maybe he's in the sewer being king of the Weevils. There is no mention of him coming back and he also goes on to say that he's sadt o leave the show, but it was already to leave because of the whole Owen's dead, but really not thing.
