Okay, so I was glancing at the ATWT forums and noticed a thread there discussing Torchwood. In this thread was a post suggesting the user had read an Interview with Burn Gorman (Owen) and that Owen would appear in Season Three. The post states Owen may be a regular, and may just be there for a guest appearance.
Do we have anyone that may have seen this interview, or heard any spoilers regarding Owen...

I too hoped for a knowledge / personality transfer for Tosh into the computer system.

Owen coming back?
Yes I had heard somewhere that Burn gorman (Owen) had said that he would be back for season 3. In the new Torchwood magazine (the cool 100 page one with Tosh on the cover) he says that you never really see what happened to Owen, so maybe he's in the sewer being king of the Weevils. There is no mention of him coming back and he also goes on to say that he's sadt o leave the show, but it was already to leave because of the whole Owen's dead, but really not thing.
