It's quite obvious in the clip that Hank Williams Jr. is leaning in to say something (probably a greeting or a welcome) in McCain's ear. When there is so much noise from applause and there are microphones around, the only way to say something privately is to speak directly into someone's ear.
You'd have to be Helen Keller to interpret that as a "manpeck."
