If America was really serious about homeland security, wouldn't they have reinstated conscription?

You would think that after 9-11 with the creation of homeland security, the United States would have brought back conscription.  Especially since we went to war in another country that frankly needed more troops if we ever were to have a chance of winning it.  I want to know your thoughts on this matter.  And does anyone know what Barack Obama plans to do about the war that "W" got us into?
