I think so, especially since after disowning Noah, he later seems to have a quick change of heart. I think he's setting Noah up so when Luke has this accident, no one will suspect him and he can play the loving and supportive father during the Snyder hospital vigils.
It would seem like the Colonel would be behind it but given that he has shot Dusty, locked him in a car trunk in a not particularly isolated area and the fact that we've been told DHK wasn't on set for too long, I'm wondering how much longer he could possibly be on screen in any capacity. His past actions have got to be nipping at his heels. Still, somehow, I'd bet he is the cause.
